Can You Bet College Football Props in California?

No. Nothing licensed inside California takes a college football prop, not a passing-yards line on a USC quarterback, not a Heisman market, not a flat spread on the Big Game between Cal and Stanford. Sports wagering was never part of either license to begin with, banked or player-banked, so none of that litigation touches whether a sportsbook can open anywhere in the state.

What Actually Happened in 2022

California put two separate paths to legal sports betting on the same November 2022 ballot, and voters buried both. Proposition 26 was the tribal model, retail-only sports betting at tribal casinos and horse tracks, backed by California’s gaming tribes with essentially no organized opposition. It still failed, roughly 70 percent to 30. Proposition 27 was the commercial model, statewide online sports betting run by outside operators including DraftKings and FanDuel, built to reach bettors without going through a tribal casino at all. California’s tribes spent heavily to kill it, and voters rejected it even harder than Prop 26, 82.3 percent to 17.7. More than $463 million went into the two campaigns combined, the most expensive ballot fight in US history for a single election cycle. Losing that kind of money on a measure that failed by a landslide is not what an ordinary defeat looks like. It says something about where the actual veto power sits. California’s gaming tribes did not just beat the operators’ initiative. They also declined to rally fully behind their own industry’s retail-only version once commercial money entered the fight, and nothing about sports betting moves in California without tribal support lined up first. How other states have handled this fight looks nothing like California’s, because almost nowhere else does one bloc of stakeholders hold this much leverage before a single vote gets counted.

The 2028 Window

No sports betting measure qualified for California’s 2026 ballot, and nothing filed this year is close to changing that. Tribal leadership has floated 2028 as the next realistic target, and every account of that timeline carries the same qualifier: it depends on California’s tribes settling their own internal disagreements about what a measure should even look like before anyone spends another nine-figure sum finding out the voters’ answer again. The intra-tribal alignment problem that has stalled every attempt since 2022 has not gone away on its own. If a tribal-backed measure eventually reaches the ballot, the retail-first structure Prop 26 tried in 2022 is the far more likely template, not anything resembling Prop 27’s statewide online model. That distinction matters specifically for prop bettors. Retail-first sports betting programs tend to launch heavy on game lines and light on individual player markets, so even a successful 2028 vote would not guarantee a deep college football prop board on day one.
