Can You Bet College Football Props in Florida?

No. Hard Rock Bet, the only sportsbook Florida has, does not post a proposition wager on a college football game, and that covers both a player’s stat line and a team’s. Every other restricted state on this site got there through a regulator’s order or a statute. Florida got there because the 2021 compact between the state and the Seminole Tribe defines what “Sports Betting” covers in the first place, and proposition bets on college sports were left out of that definition. Nobody voted to take the market away. It was never switched on.

What survives is everything the compact’s definition does reach: the spread, the game total, the moneyline and the full college football futures board, National Championship, conference races and the Heisman among them. Gators, Seminoles, Hurricanes, Knights and every out-of-state name on Hard Rock Bet’s board clear the same way. The split that decides everything below isn’t player versus team the way it runs in most other restricted states. It’s proposition versus everything else, and a team’s total passing yards sits on the same excluded side of that line as a quarterback’s own.

Where Florida’s College Prop Ban Comes From

A Prop Definition, Not a Prohibition

Part III, Section CC of the 2021 compact between Florida and the Seminole Tribe spells out what “Sports Betting” means for every wager Hard Rock Bet takes in the state. The definition reaches wagering on any collegiate sport or athletic event, the reason a Gators game is on the board at all, and in the same breath it carves proposition bets on collegiate sports out of that definition. The compact itself is a scanned document hosted as a PDF, so the exclusion language here is corroborated across multiple legal analyses of the text rather than pulled fresh from a searchable original. That’s a different mechanism than a ban. Nothing in Tallahassee or at the tribal gaming commission had to prohibit a college prop, because the definition authorizing Florida sports betting never reached that market to begin with. The effect at the app looks identical either way. A menu item missing because a regulator pulled it and a menu item missing because it was never on the approved list read the same on a phone screen. The difference only shows up in what it takes to add one back.

Why Florida’s Prop Ban Is Harder to Undo

Three different mechanisms produce a college prop restriction somewhere in the country, and they don’t take the same effort to undo. A regulator’s order is the easiest to reverse, since the same commission that wrote it can vote to change it. Michigan proved that directly, banning college player props at its 2020 launch and allowing them again the following year with nothing more than its own gaming board changing its mind. That’s three separate parties with three separate incentives, on a document that already took years to reach in 2021 and now runs for thirty. Rank the three by difficulty. Florida sits alone at the hard end.

What College Props You Can Bet in Florida

Fourteen rows, one dividing line running through all of them. Anything that prices a single game or a single stat, whether it belongs to one player or to a team, sits on the excluded side of Florida’s compact. Anything that prices a full game’s outcome or a full season sits on the other, the reason team totals read No here when several other restricted states let them through. A “proposition bet on collegiate sports” covers a team stat line the same way it covers a player’s. Florida’s compact never carved out an exception for the team side the way some regulator orders elsewhere do.

The futures rows are worth checking rather than assuming, since a proposition and a season-long market aren’t obviously the same thing. Hard Rock Bet’s own futures market page names College Football National Championship, conference-by-conference futures and the Heisman Trophy specifically as products it runs. All three price a full season or a full field. A single game never carries that same weight, and the college game board itself stays open under the identical logic.

Florida’s One-Book College Football Market

The Seminole Tribe holds Florida’s entire online and retail sports betting market under the 2021 compact, an exclusivity arrangement that runs thirty years, into 2051. No commercial operator, no DraftKings, no FanDuel, no BetMGM, can launch in Florida no matter how the rest of the country’s market grows around it. For most bettors that means one menu instead of several. For a prop bettor it means something sharper: there’s no second Florida sportsbook that might read the compact’s proposition exclusion differently and post a market Hard Rock Bet won’t. One interpretation governs the whole state, because one book is the whole state.

The Pari-Mutuel Partnerships

Five pari-mutuel operators around the state, Tampa Bay Downs and Ocala Gainesville Poker among them, carry Hard Rock Bet branding and promote the app under marketing and revenue-share deals the compact contemplates, reportedly worth a 60% commission on the business they refer, real money changing hands that never turns into a second sportsbook. None of those five properties books a wager of its own. A bettor who spots Hard Rock Bet signage at a jai-alai fronton or a horse track is looking at an advertising partner, not a second place to place a bet, and walking up to one of those buildings doesn’t open a different menu than the app already shows.

Retail Sportsbooks in Florida

Six Seminole properties book a sports wager somewhere on site, split evenly between staffed counters and kiosk-only setups. Tampa, the main Hollywood property and Coconut Creek run full windows alongside self-service kiosks. The second Hollywood location, Immokalee and the Okeechobee property (Brighton Bay) run kiosks only, with no staffed counter, a real difference for anyone planning a trip around placing a bet in person rather than just watching the game at a casino sports bar. One property is missing from this list on purpose. Big Cypress doesn’t show up among Seminole Gaming’s own sports betting locations, so a trip out there for a wager comes up empty. The exclusion travels with the compact, not the building, so it applies exactly the same way at a staffed window in Tampa as it does at a kiosk in Immokalee.

College Props Without a Florida Sportsbook

Books licensed outside the United States, Bovada among them, do post college football props, both player and team, and Florida isn’t one of the states any of them turns away. Florida’s College Prop Rule in Context

Line Florida up against a state that banned college props by regulator order and one that banned them by statute, and the bettor’s experience at the app looks identical. All three menus come back empty on a passing-yards search. The permanence underneath isn’t close to the same. A regulator can revisit its own order at the next meeting. A legislature can pass a repeal bill in a single session if the votes are there. Reopening a tribal-state compact needs both governments and the federal government to agree on new language. Check any other state's rules before assuming Florida’s answer travels, since the two restrictions don’t always arrive together.
